Hobble Creek Watershed Plan

Overview

The U.S. Department of Agriculture Natural Resources Conservation Service (USDA-NRCS), with the assistance of Springville City as the project sponsor, is proposing improvements within the Hobble Creek Watershed in Springville, Utah, under authority of the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566). Improvements are being proposed along the lower reach of Hobble Creek, primarily between Main Street and I-15.

The main objectives of the project are to improve flood control, enhance and protect fish habitat, and improve public recreation.

The NRCS will assist Springville City in preparing a watershed project plan and environmental document, which will be combined into a single document, called the Plan-Environmental Assessment (Plan-EA). The Plan-EA will be prepared to comply with the National Environmental Policy Act (NEPA).

Schedule

This planning effort will be completed in four phases. We are currently in Phase 1 – Identify Problems and Determine Objectives. As part of this phase, the NRCS is requesting comments on the project to identify issues and resource sensitivities. Written comments can be submitted during the open comment period starting October 13, 2021, and ending on November 12, 2021.

Public Meetings

USDA-NRCS and Springville City will hold an online public scoping meeting and open house to provide information about the proposed project and gather comments. The public are invited to attend, discuss, and submit a comment during these events. Accommodations will be made for English and Spanish languages. See below for more information:
